JIS Funding

 

The Juvenile Accountability Incentive Block Grant program is based on Title III of H. R. 3, The Juvenile Accountability Incentive Block Grants Act.  The appropriations act directs the Attorney General to establish guidelines, in consultation with Congress, to assist states in determining whether they may certify eligibility for JAIBG funds.

Congress authorized the Attorney General to provide grants under the JAIBG program for use by the States and units of local government to promote greater accountability in the juvenile justice system. The Office of Juvenile Justice and Delinquency Prevention (OJJDP), one of five program bureaus in the Office of Justice Programs (OJP), has been delegated the authority to administer the JAIBG program.

The JAIBG program will be managed by the State Relations and Assistance Division (SRAD).  As one of OJJDP's organizational components, SRAD is tasked with managing the Formula Grants program under Part B of the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended; the State Challenge Activities program under Part E of the JJDP Act and the Community Prevention Grants program, established under Title V of the JJDP Act.  Working with the Juvenile Justice Specialist in each State's administering agency and the Supervisory Board/State Advisory Group, SRAD assists States and territories in the prevention and control of delinquency and the improvement of their juvenile justice systems.
